J.C. Burns gained national recognition for his 20-month tenure as executive director of the Mississippi Development Authority. He led the staff of 300 in crafting the Advantage Mississippi Initiative, a new strategic economic development plan and the location of the $930 million Nissan automobile manufacturing plant. Burns spent more than 25 years as a bank officer, and as senior vice president and senior lending officer of First Security Bank in Batesville, built a portfolio of more than $24 million. His economic development work in Batesville resulted in the location of 21 companies employing over 2,500 people with an investment of $492 million dollars. During this period city sales tax collections increased 337% from $48,000 per month to $210,000 a month.
